Sounds like maybe just a bad console. Check for 8 to 12vdc between the black wire and red wire on the 8 pin harness the runs up the upright and plugs into console.

That is something you will not be able to fix, its the console is bad and the only solution is to replace console, which is no longer available or purchase a new treadmill.

See if the controller is putting out at least 110vac when you command unit to go up or down. Test right where your incline motor plugs into board.
