sounds as if the controller is bad. These boards usually fail because they start to overheat. They overheat because of friction between the belt and deck

That looks like the main harness.

I would check to see if the upright lift motors wires are in the upright posts. There will be one on either side.

how was the speed sensor tested?

did you disconnect at the top of the upright post?

This is a failed controller but they usually fail because of repeated overheating. That is caused by a worn walking belt or one that needs lubrication. How old is the belt? Have you lubricated it?

I'm starting to think the console is the issue too!

you may have to loosen the walking belt up and let the left side of the front roller move forward in order to get this belt back in place.

carefully give that little fan a push with your finger as you're trying to increase the incline. Sometimes that will free up the motor.
