Slipping or sticking treadmill

My ProForm XP 615 is slipping or sticking. I lubricated the deck and it helped but still has the same issue. I opened the panel thing and I see some black "dust" near the drive belt. To my untrained eye the belt itself looks fine. Is the dust a sure fire sign that my drive belt needs to be replaced? Thank you.

    You should check the tension of drive belt, grab the edges of the drive belt with your thumb and forefinger and should not be able to twist it more then a 45 degree angle. If you can then belt needs to be adjusted or replaced.
