Belt speeds up and down in a consistent way no load Proform Carbon

Your site has been very helpful but I am stuck. Proform Carbon T7 just purchased used told it worked fine. The issue, the belt speeds up and slows down in a consistent pattern with no load. If If I walk on the belt and speed it up it eventually goes into standup mode and board blinks that code. Things tried, lubed and inspected belt, changed outlets, replaced the control board. I read somewhere that this unit doesn’t use a speed sensor does that sound accurate? I see the connection point for the sensor on the board and see the magnet in the flywheel and the wire holders in the frame but no sensor. I pulled the reed sensor from my old treadmill and it made no difference… any advice appreciated im busted on it.
