True Treadmill (incline) lower board

True CS6.0 treadmill. Incline function constantly blows the quick blow fuse on the lower board. When I replace the fuse, the treadmill will go back down to level, but after 2 increases of the Incline function, the fuse blows again.

I replaced the lower board with a brand new board. According to the service manual, this should have been the reason for a repeated blowing fuse, but the quick blow fuse keeps blowing after 2 pushes of the Incline button.
