GoPlus Treadmill Won't Go Above Speed of 4 km per hour

I have a GoPlus Superfit Folding Treadmill. When the handlebar is in the down position, the speed is limited to 4 km per hr. When the handlebar is raised up, the speed can normally increase to 12 km per hr. But suddenly even in the raised, locked position, the speed is limited to 4 km per hour. How can I fix this?
