treadmill will slow down and stop & show E3 error while walking on

lifestyler 1500 treadmill haven't used over a year,works when not on pad but slows & stops when on pad.
any ideas or test to make or what parts to replace.

    I would apply lube under the belt to see if that helps. also could me a weak motor. If you are able to stop motor by putting a little pressure on the flywheel with foot ,then motor is bad.
