Horizon GS1050T Control Board Issue

The motor control board has two relays, When pressing start (go button), the relays 'click' rapidly. (Not sure if it's one or both doing it). I replaced both relays, same thing.The drive motor does not run but can be rotated by hand. The red LED does not generate a code but is fairly steady with a slight flicker in tune with the relay clicks. Any help appreciated.
